The Office of Financial Services spearheads agency priorities and programs by meticulously handling budgeting, contracting, grant management, purchasing, and accounting services. They ensure strict adherence to state and federal financial regulations while orchestrating comprehensive financial activities across the agency to uphold operational efficiency and resilience.

The agency’s budget is complex, encompassing around 125 federal grants, state and proviso funding, dedicated fees, revenues, and interagency agreements that span multiple funding periods and fiscal years. This Fiscal Analyst 3 (FA3) offers leadership in federal grants management for the Department of Health. It provides financial expertise and state system consultation to program managers, optimizing resource use and enhancing service delivery to improve health and wellness in Washington State.

The duty station for this Fiscal Analyst 3 (FA3) is in Tumwater, WA. Telework (mobile work) is currently expected. Required in-office work is rare and would be scheduled in advance.

Required Qualifications

Experience defined below may have been gained through paid or unpaid activities in some instances. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.

OPTION 1: Three (3) or more years of professional-level accounting or finance experience, including experience reconciling accounts or statements and processing payments; and Three (3) or more years of experience interpreting and applying state and federal laws, rules, and regulations.

OPTION 2: An Associate’s degree or higher in Accounting, Finance, or a closely allied field; which includes the successful completion of 12 Quarter hours (or semester hour equivalent) of college-level coursework in accounting, auditing, budgeting, or finance; AND one (1) or more years of professional level accounting or finance experience.

Experience will include the following:

  • Microsoft Excel – develop and manipulate large or complex spreadsheets; use complex mathematical formulas to calculate data and link worksheets; import data from other sources, filter lists, and create and format charts and graphs.
  • Microsoft Word – create, format, and edit tables, charts, and graphs; insert and format sections; create headers and footers; and work with pictures and draw objects.

Desired Qualifications

  • Four or more years of experience working in a governmental environment with accounting, budgeting, contracts or grants.
  • Three (3) or more years of experience comparing and analyzing financial data, identifying issues or challenges, and trends to provide consultation support that includes feedback, status reports, issue resolution and/or next steps.
  • Two (2) or more years of professional experience using state accounting systems – AFRS & Enterprise Reporting.
  • Advanced knowledge of Washington State accounting policies and procedures.

Conditions of Employment/Working Conditions
